We have reduced the one time hardware costs by a trade-in value for
your existing computer. The figure included for MAI Canada, Ltd. is a
firm quote from their proposal. For the other vendors we have shown
an approximate figure verbally obtained from a broker of used computer
hardware. It is possible that you might be able to sell your existing
computer for something more than-that to a small local government organ-
ization. However, to do so would involve your in extra expenses for
advertising, negotiating with interested parties, etc.

The total one time costs (including the trade-in allowance) have been
converted to an "equivalent monthly cost" by assuming a five year lease
is taken out at 325.00 per $1,000. This allows a direct comparison between
vendors! total monthly costs. ,

In terms of the total monthly costs, the potential vendors are ranked
(from lowest to highest cost) as follows:

This ranking agrees closely with the overall! weighted point ranking
given earlier.

Only MA! and Tri-Data provided full information on their word
processing facilities and costs. Exhibit I!l-2 summarizes these costs and
also shows total! data and word processing system costs for these top
ranked vendors.

Some general comments on the contents and quality of each vendor's
Proposal follows.

1. ISS Ltd.

This proposal is for application software only. It is a good
quality proposal except for two important omissions. No
mention or allowance is made for the stock control or word
processing applications. Municipal reference clients were
quoted. The software proposed is to run on !1BM equipment
identified in a separate proposa! from IBM. The equipment pro-
posed would be adequate for your requirements. Several mun-
icipal client references were given for the equipment.

This proposal was third in the overall ranking. Should the

first ranked proposal be rejected, then this proposal should be
given further consideration.
