MEMORANDUM OV 29 1976 Mayor and Council November 26th, 1976 L.D. Pollock City Administrator Re: Use of City Vehicles Mr, Borch has forwarded me the attached report on the policy of the Engineering Department in using City-owned vehicles. As he has pointed out, this policy has been confirmed by Council on previous occasions. Our policy has been based cn the fact that anyone taking home a City vehicle, does so on the basis that they are on ‘Stand-by’ and may be called out at any time. The use of the vehicle is a small price to pay for having this emergency back-up available. The vehicles are used only for Stand-by and no personal use is permitted. I might add that our policy is the same as virtually all of the other Lower Mainland Municipal’ties and many of the municipalities extend the jist to include Assistant Foremen. The City Engineer's Report covers the use of Engineering Deparment “vehicles In addition to this, the Fire Chief, By~law Enforcement Officer, and the Local Assistant Fire Marshal utilize City vehicles. I will be reporting to Council further on the use of the Fire Chief's vehicle. With regard to the Local Assistant Fire Marshal, although he has been using a City vehicle due to the fact the he is required to attend every fire to investigate as part of his duties, I understand that the Fire Chief is changing this procedure, therefore it will not necessitate this position having the use of a City vehicle except during working hours. The By-law Enforcement Officer has had the use of a vehicle as he is on call similar to the emergency vehicles and he receives calls, either from myself or perhaps members of Council, on problems and also from the R.C.M.P. when problems occur that are under his jurisdiction. There are no other City vehicles in use in other Departments, however, as Council is aware, there are some car allowances paid for the use of private vehicles on City business. Peg a neal L.D.
