Fire Department and Recreation Department: No comments. R.C.M.P. Concerns regarding pedestrian walkway -- see attached letter of January 3, 1992. Building Department: The City's Buiiding and Plumbing Bylaw No. 2568 requires the townhouses to be sprinklered. A Building Code review will be done at the time of the Building Permit Application. The preliminary plans submitted for this townhouse project is for 8 - 3 Bedroom units. Site coverage and yard setbacks meet or exceed the Bylaw requirements. Parking and open space also satisfies the requirements. The design of the units is attractive, however, the topography of the site was not taken into considerations; amendments to the design of some units and perhaps to the site plan will be required to ensure that the project has no negative impact on surrounding development. DISCUSSION: The issue in this application is the appropriateness of permitting townhouses in this single family residential designated area. Generally, the Official Community Plan discourages townhouses in "Residential Areas". In this particular situation, however, townhouses do exist immediately to the north of the subject property, on appropriately zoned land. At the time this lands received zoning, the 0.C.P. should have been amended; if that were the case, the present application would be considered the logical completion of a medium density node. Since the lack of an 0.C.P. Amendment for the existing townhouses can only be attributed to an oversight, it is appropriate to correct the situation at this time.
