Janna Taylor, Parks & Recreation Director Park Development Cost Charges (Parks & Recreation Committee Meeting June 13, 1990) Recommendations: 1. That Park Development Cost Charges be set at $1,319 per residential unit. 2. That a bylaw be prepared reflecting the new rate of $1,319 per residential unit. Background of Park Development Cost Charges: MUNICIPAL ACT The Municipal Act under section 983 provides the City with the authority to impose development cost charges for the capital costs of "providing park land" upon subdivision. In fixing the development cost charge the council needs to take into consideration whether or not: 1) the charges are excessive in relation to the capital costs of prevailing standards of service in the City 2) the charges will deter developments in the City 3) the charges will discourage the construction of reasonably priced jhousing or the provision of reasonably priced serviced land The revenue from the park DCC is placed in the park reserve fund for future acquisition. The interest is also used for improving the quality and features of the open space system.
