INTRODUCTION AND SUMMARY On October 28, 1981 you authorized us to proceed with a Systems Requirements and Selection Study on behalf of the City of Port Coquitlam. This we proceeded to carry out in accordance with our proposal to you, dated July 27, 1987. With the interested participation of your staff we assembled your requirements in the form of a Request for Proposal. The net response from the public announcement of an invitation to tender was nine complete proposals. Three of these were rejected as unsuitable during the first step of our analysis. Of the remaining six, three were finally deemed to be potentially suitable. One vendor's proposal, that of MAI Canada, Lid., emerged as clearly superior on the basis of proposed cost, service, support and provision of your requirements. We recommend that negotiations be commenced with MAI Canada, Ltd. regarding contractural terms and conditions to safeguard the interests of the City.
