bln Minhe Minin ide 2 Ai2 - The Terrace Standard, Wednesday, June 8, 1994 Miners say natives stand to benefit from gold work NATIVES WILL get significant economic benefits if a proposed gold mine near Stewart goes ahead, says the project manager. There’s even the possibility of some kind of equity position in ihe minc for the Nisga’a Tribal Council, says George Hope of Lac Minerals which is developing the Red Mountain property. The property is included in the Nisga’ a land claim now under ne- gotiation with the provincial and federal governments. “We believe we can come to an agreement with them,”’ said Hope recently. Although the land claim is not yet settled, Hope said Lac can’l wait for that to happen if it wants lo keep to its development limetable. The company has plans ito spend up to $20 million this sum- mer, leading to a fall application io the provincial government for He’s no stranger LIFE IN THE north won't be a surprise for inspector Steve Leach. The new boss at the Terrace RCMP detachment comes here from Labrador and has worked before in Prince Rupert and Mas- sel, He was in charge of the Labrador RCMP subdivision and before that he was with the RCMP Prince Rupert subdivision. “We've come home,’’ says Leach. ‘*My family’s from Brit- ish Columbia, We’ve spent a Lot of time here, so it’s really like coming home again.”’ He expects to be on the job here by the first week of August. Leach visited Terrace a few weeks ago to look for a house here. The 45-year-old officer has worked 26 years with the force. He comes here with his wife and three children. amine development permit. Is confident there’s cnough ore to justify a gold mine but will spend this summer nailing down the exact quantity. “We would like to be making an- agreement with them (the tribal council) before making our application,” said Hope. = “We can't see not having an agreement holding up the ap- proval process but it’s in our best interest to know that they’re on side before we go too far down the road,”’ he added, Lac’s planned application this fall is based on a six-month tumaround for provincial govern- ment approval. That then fils in with Lac’s desire to begin construction of the Mine next spring. One arca of Nisga’a involve- ment is structuring a training and employment program during con- struction and afterward when the mine is operating. “That’s happened with the Golden Bear mine and the Tahlians and we have a current operation in Ontario in a land claim area where we do have a similar deal,” said Hope. “T would expect equity will probably be on the table as well,”’ he added. Homestake, which is develop- ing a gold mine in the Eskay Creek area, also has struck employment and training deals with the Tahlian ~ Hope said Lac’s talks with the Nisga'a Tribal Council are con- ducted on the understanding that natives will have defined rights when a seltiement deal is con- cluded. Lac’s talks with the Nisga’a Tribal Council are being held un- der an agreement that’s in place while land claims negotiations are going on : That agreement covers land and resource use within the Nisga’a claim area, It doesn’t give the Nisga’a the authority to stop development but it does require that the Nisga’a be asked for their opinions on planned resource use.
