The NDP, he said, was still continuing its efforts to have the government speak out against the war in Vietnam but so far was having little success. The officers’ report indi- cated that-the party had made substantial progress in the past year. Through the dedi- eation of secretary Clive Lytle, was able to eliminate some of the outstanding debts, co- ordinate activities to increase the membership, and to im- prove the readability of “The Democrat.” Recognizing the injustice labour has suffered through the use of court injunctions, the convention passed a strongly worded resolution demanding the complete elim- ination of ex parte injunctions in industrial disputes. It pro- posed legislation to improve conciliation services, provide for a full-time labour rela- tions board and full-time min- ister of labour. It also proposed the right of free dissemination of in- formation by any means dur- ing peaceful picketing. And finally, in any case where a person may be sent to prison, he shall have the right to elect for trial by jury. the provincial office . A resolution calling for a guaranteed annual income for all Canadians met wide- spread approval of the dele- gates. It proposed that the NDP: “Urge the federal and pro- vincial government to enact legislation guaranteeing a minimum, tax-free, annual in- come to all, with the mini- mum reflecting the general prosperity of the economy, and with an escalator clause to ensure that the minimum shall continue to reflect it.” The delegates devoted con- siderable time to discussing the problems of education, pollution, agriculture, hous- ing, Indian affairs, medicare and social welfare. Other social measures were also dealt with and remedial proposals adopted. Awards were presented during the meeting to those delegates who in the past year had signed up twenty-five or more new members. Among those receiving an award was Local 1-71 2nd vice-president Walter Kozij.
