THE CORPORATION OF THE CITY OF PORT COQUITLAM , Uj N C | | DEC 20 1982 MEMORANDUM TO: Mayor and Council December 16th, 1982. FROM: Environmental Protection Committee SUBJECT: Use of Pesticides and Herbicides in City Parks Recommendation: 1. To continue the moritorium on the use of pesticides. 2. While the moritorium is continued use of time to develop a sound Pest Management Program using ideas and new resource contacts including a development maintenance schedule with the use of low maintenance techniques. The Committee gather the information to compare the economics of a standard maintenance program versus an integrated Pest Management Program over a five year period. The Committee employ a suitable consultant to set up an IPM program and that all endeavours be made by the Environmental Committee to have G.V.R.D. or other municipalities possibly share in the cost of the consultant. If properly applied alternatives IPM methods fail, the pesticides will only be applied as per the recommendation of the Environmental Committee. If the Committee allows the use of pesticides for specific problems signs will be posted as a precaution. Representation from local Environmental Groups on the Environmental Committee will help develop this integrated Pest Management Plan. Background and Comments: In view of potential health hazards it is no longer acceptable to carry on using pesticides to radicate our weeds and insects, especially when there are proven methods of natural control which do not result in damage to health or environment. The continuation of the moritorium with exceptions will insure alternatives and further research is carried and will encourage opening a co-operative approach to this serious problem. The Committee has agreed that in McLean Park and Cedar Drive Park pesticide can be used to control weeds and then in subsequent years IPM be used as a control measure.
