our turn, give our solidarity to
the people of Portugal, and will
do whatever we can to aid them.”

Watergate

Turning to Watergate, Mr.
Vichetti pointed out that it “re-
presents the exposure, both in-
ternally and in part interna-
tionally, of the methods of oper-
ation of U.S. imperialism. It has
revealed the structure of fascism
that has been built behind the
presidency in the course of the
past 25 to 30 years.

“Watergate has created a
very difficult problem for the
ruling class.in the United States,
and a considerable opportunity
for the people of the U.S. Be-
cause it does tend to expose the
nature of the system, even the
most liberal bourgeois _ politi-
cians sharply limit the area on
which they focus their attention
on this matter. =

“It is only our party, which
has consistently and on every
aspect of this question, brought
to the fore the basic lessons
which are to be learned from
this exposure, to point out to
the people the necessary path of
struggle to overcome monopo-
ly’s unbridled contro] in the
United States. The extent to
which the American people have
understood what is involved has
shaken the ruling class pro-
foundly .. .”

What is basic to all these
struggles, including struggle on
international questions such as
Vietnam, said Mr. Romeo, 1S the
political position of the Com-
munist Party of Italy, which
workers, peasants, intellectuals
and others have made their own.

The position of the CPI, he
continued, “is based on unity
among the workers and_ the
great mass of people — _Com-
munists, Socialists, Catholics —
the majority of the Italian peo-
ple. From. this flows the process
of developing unity among the
three main trade union organ-
izations. And this political pos!-

‘tion expressed the broad unity

of the anti-fascist forces, whith
has defeated all the reactionary
and authoritarian manoeuvres
of the extreme conservative
forces aided by imperialism.

It was this position, stated
Mr. Romeo, that led to the de-
feat of the conservative and
neo-fascist forces in the referen-

dum on the divorce Jaws in.

cribe the machinations of the
“Meany-Lovestone-Shanker gang
of class collaborationists” in
trying to control the labor
movements of the capitalist
world. “We are very cognizant
of your struggles for the auto-
nomy of the Canadian labor
movement,” he said, “so that it
may become free from this gang
of agents of imperialism, and so
that the Canadian working class
may determine its own destiny.
We congratulate you on the
progress. made towards this goal
at the Canadian Labor Congress
convention. ;

tory that you win will help us in

our struggle for a more progres-

sive labor movement in the U.S.

“In our turn, we are working
to further develop activity with-
in our trade union movement
for reshaping that movement
into one which fights consistent-
ly for the needs of the working
class.” :

Mr. Vichetti, in concluding,
pointed to the fact that U.S.
imperialism has penetrated and
controls, to a great extent, the
Canadian economy, “and indeed,
almost every aspect of Canadian
life, to a great depth, and de-
veloped this penetration very
rapidly. As everywhere in the
world, it aims to subvert the
sovereignty and independence of
the great peoples of Canada.
Success for U.S: imperialism in
this venture is a defeat not only
for the people of Canada but
also for the people of the US.
Only U.S. monopoly capitalism
gains in such victories.

“Therefore, rest assured, dear
comrades, that we extend to the
English-speaking and French-
speaking nations of Canada —
to all the peoples of Canada —
our warmest wishes for success
in beating back this rapacious
drive by U.S. imperialism. Rest
assured that we shall also do all
that we can to help in the strug-
gle. Your victories are also our

victories.”

Noting that the referendum
was used by the reactionaries
as an attempt to produce a shift
to the right, Mr. Romeo pointed
out that “the -Italian people
understood this manoeuvre. and
have dealt a sharp lesson to
those behind the operation. In

democratic and anti-fascist for-
ces the determining factor was
the Communist Party of Italy
and its political position based

MONTEVIDEO — The official
whereabouts of Rodney Aris-
mendi, General Secretary of the
Communist Party of Uruguay,
who was arrested by military
authorities on Wednesday, May
9, is still unknown, and no of-
ficial report has been issued.
Arismendi had gone under-

- ground last November 28, when

the Juan Maria Bordaberry re-
gime banned all left organiza-
tions, including the Communist
and Socialist Parties.

Arismendi was the dean of
the legislators in the dissolved
Parliament, having served for 27
years until the Congress was

shut down on June 27, when Bor- -

daberry and the rightist military
clique carried out a coup from
their positions of power and
decreed a “state of exception.”

Honored in Parliament

Two years ago, on the occa-
sion of his 25 years of service as
legislator, a full session of Per-
liament honored him, with the
participation of all political sec-
tors.-

The authorities did not indic-
ate what Arismendi would be
charged with or whether he
would be tried by civil or mili-
tary courts. —

Reports indicate that Alberto
Altesor, member of the Execu-
tive Committee of the Commun-
ist Party of Uruguay, was ar-
rested along with Arismendi.

The strict censorship that is in
effect has prevented publication
of the news in the press.

There are grave fears for the
life of Rodney Arismendi. The

absence of any political concern
over his detention, the fact that
the civilian and military author-
ities have presented no charges
of any kind against the leader of
the Communist Party of Urug-
uay, the fact that nobody knows
whether he will be tried by a
civil or a military court and the
fact that no news of his arrest
has been published in the strictly
censured Uruguayan press — all
these things make us fear great-
ly for Arismendi’s life.

VOTE IN GDR

BERLIN — The German De-

mocratic .Republic’s electors
voted overwhelmingly last
week, for the slate of the Na-
ticnal Front candidates in the
country-wide municipal elec-
tions.
_ Journalists and observers
from 28 countries had an op-
portunity to see for them-
selves that the election was
permeated, as Neues Deutsch-
land noted, “with the joyful
optimism, the confidence in the
future, and the high degree of
stability which are character-
istic of our social life.”

The slate of candidates in
each community was drawn
up by five political parties,
youth, trade union, cultural,
and other mass organizations
joined together in the National
Front. Nominees were then
discussed, criticized, rejected,
or approved at some 900,000
meetings in all municipalities
and districts.

Greetings on Kashtan‘s re-election

Messages of congratulations
were received by William Kash-
tan on his re-election as general
secretary of the Communist
Party from the Socialist Unity
Party of the German Democratic

Republic (SED) and the Mongo-

lian People’s Revolutionary

Party.

Erich Honecker, First Secre-
tary of the SED expressed that
“Together our two Parties will
work towards the strengthening

of coexistence and for the unity
of the world communist move-
ment based on Marxism and pro-
letarian internationalism . . .”

The MPRP message, over the
signature of its first secretary
Tsedenbal, wished the Commun-
ist Party of Canada “new suc-
cesses in realizing the decisions
of the 22nd convention and in
the struggle for a wide demo-
cratic coalition for peace, demo-
cracy and socialism.”

that “we know it is good prac-
tice for Communists, no matter
how diverse the situations in
which they operate, to exchange
experiences so as to strengthen
our struggle in a fraternal spirit,
and to reinforce international-
ism in the working class move-
ment. It is in this spirit that I
am renewing, in the name of the
central committee of the Com-
munist Party of Italy, our ex-
pression of gratitude for the op-
portunity to participate in your
convention, from which we also
want to learn.”
