Redress of grievances “Genuine peace in the Middle East cannot be based on the pacification of the conqueror: it can only be based on the redress of grievances.” With those words, Dr. Clovis _Maksoud, speaking to a press conference in Vancouver last week, summed up the program on which any solution to. the Middle East crisis must be based. There will be no lasting peace in the Middle East, he _ stressed, without Israeli withdrawal from occupied lands and’a just set- tlement of the Palestinian question. Maksoud, a former senior editor of the Lebanese newspaper, An Nahar and the Egyptian paper Al Ahram and currently the Arab League envoy to the U.S., was in Vancouver as a guest of the Vancouver-based Arab newspaper, Jerusalem Times. SNjoy an afternoon in the Country. calls to the armed forces and civil servants not to obey government orders. “They are putting forward their plans for subverting democratic institutions,” the CPI said, ‘‘at.a time when U.S. imperialist circles are threatening the independence, security and unity of India by setting up military bases in the Indian Ocean and encouraging the splitting and counterrevolutionary forces in India. “In such a critical situation,” India’s Communists continued, “not a single patriot, not a single democrat, should stand idly by watching reactionaries undermine India’s democracy. The democratic forces must be con- fident that the plans of reaction can be thwarted and that India’s democratic institutions can be protected and strengthened.’’ The CPI urged the government of Premier Gandhi to follow a line in the vital interests of India’s working millions, and not to confine itself. to superficial measures but to attack directly the socio-economic power base of Indian reaction, i.e., the big Indian capitalist groups. Premier Gandhi’s government appeared to be taking steps along these lines in passing measures, and to ensure fair prices for goods sold. The Indian reactionary assault is being led by the Jana Sangh Party, whose political platform consists almost exclusively of Hindu fanaticism. The fact that it is leading the assault on Premier Gandhi practically ensures the total support for her of India’s large Muslim minority and also the harijans or “‘Untouchables’’ of the Hindu. community (the harijans would suffer severely reactionary Jana Sangh ever gained power). The Jana Sangh is closely associated with several large Indian capitalist families. A demonstration Saturday by young Jana Sangh members in New Delhi was blown up out of all proportion in the U.S. press: the JS demonstrators numbered 500 in a country where the CPI can turn out 500,000 demonstrators. More than one million people have demonstrated in favor of Premier Gandhi, and these people received more or less the same space in the U.S. capitalist press as the 500 Jana Sangh demonstrators Saturday. Soviet commentators on the Indian state of emergency have given strong support to Premier Gandhi’s move, emphasizing the danger of imperialist involvement in the Indian reactionary assault. The attitude of the Democratic Republic of Vietnam (North Vietnam) to the Indian events was expressed in a Friday statement in Quan Doi Nhan Dan (“People’s Army’’), the official daily newspaper of the DRV Defense Ministry, which is headed by Gen. Vo Nguyen Giap. In response to newsmen, he pointed out, while he could in no way condone terrorist acts or the indiscriminate killing of civilians, that the ‘‘systematic terror”’ against the Palestinian people inevitably provokes some “desperate elements’’ to action. The tragic reality of violence in the Middle East was also seen later last week as Israeli war planes carried out massive bombing raids over refugee camps in southern Lebanon in retaliation for Friday’s bomb attack. The events also underscored the urgency of a peaceful solution to the Palestinian question. Asked whether Arab ‘“‘oil wealth’”’ could be used: to provide the material basis. for ‘‘absorbing’’ the Palestinians into the rest of the Arab world, Maksoud stressed that such a facile proposition was only evading the issue. ‘“‘The Palestinian people will not be absorbed by the Arab states, he stated, ‘‘because that would mean abandoning their right to self- determination, their right to nationhood.”’ : That right, he asserted, was enshrined in the original agreements of 1948 which established the sovereign state of Israel but which also called for the establishment of a Palentinian state. “Only half that agreement was ever carried out”’ he said, ‘‘and the Palestinian people remain homeless.” He added that Israel, in its subsequent annexation of Arab lands and refusal to acknowledge the national rights of Palestinians had “‘institutionalized violence, often giving it heroic recognition.” That charge was affirmed earlier last month when the World Peace Congress, following, its Commission of Inquiry into Israeli Violation of Human Rights in the Occupied Arab Territories, stated: “The total picture of evidence presented before the Commission reveals conclusively that the oc- cupied Arab territories are living under a rule of an_ openly terroristic nature.” ; Maksoud also pointed out that the United Nations resolutions on the Middle East and the settlement of the Palestinian question had yet to be implemented. Questioned elsewhere in the press conference on the recent upheavals in Lebanon and the media characterization of the fighting as a dispute between Christians and Moslems, Maksoud “emphasized ‘‘It is not a Christian- Moslem war.”’ He explained that the dispute centred around efforts by the right- wing para-military organization known as the Falange to restrict the activities of the Palestinian Liberation Organization in Lebanon. There are several refugee camps in Lebanon among which the PLO has a substantial base. ; 2 He added that although no direct evidence had been found to link Israel with the fighting, ‘“‘it was no doubt pleased, inasmuch as the Zionist concept believes in the alienation of people because of diverse religious expression.” Noting that there had been recent ‘“‘variations’”’ in the U‘S. policy of complete support for Israeli agression, Maksoud said he . “is historically optimistic” that a peaceful solution will be found. Recent opposition within Israel to prime minister Rabin’s in- flammatory statement that “we will meet with representatives of the Palestinian - Liberation organization only on the bat- tlefield,’ has given some _ sub- stance to that optimism as have some comments from ruling cir- cles. within the U.S. Much hope rests with the Geneva Conference. “And someday,’’ Maksoud stated, “the people of Israel will come to see the futility of con- tinuing to be a garrison state.” DETENTION Cont'd from pg. 1 for children. Children need the protection of the law and access to the courts the same as anyone else.
