August 27th, 1979. him and asked to be excused from the meeting. Alderman Leaking: left ‘the meeting at 7:33 p.m. The City Planner explained the proposed residential development advising that a new church replacing the existing Hope Lutheran Church would be built and a residential subdivision with 19 single family lots and one duplex lot would be created. The City Planner further stated that 20! of the undeveloped road allowance would be used for a lane running east and west just south of Prairie Avenue. Mrs. Aitken, 1880 Prairie Avenue, asked if the lané could be blocked off so it would not be used as a through route by other than residents and further enquired if the road allowance would be sold to the developer. The City Planner advised the lane would be necessary as an additional access and egress from the subdivision and that the road allowance formed part of a road exchange agreement with the developer. Mrs. Takach, 1872 Prairie Avenue, stated there is presently rear access to the properties facing Prairie Avenue. The City Planner advised the proposed lane would be 20' wide and would be a paved lane. Alderman Mabbett stated it had been requested by the residents that Grant Avenue not be open, therefore the Planning and Zoning Committe? looked into an adequate road pattern using a lane as an additional access. Mrs. Smith, 3146 Oxford Street, asked for clarification on the elevation of the new subdivision. The developer, Mr. A. Ricard, stated -the development would be consistent with the present elevation of the existing residences. Mrs. Aitkin, then asked if the development did not proceed could the road allowance be rezoned and the residents on Prairie Avenue be given the opportunity to purchase it. The City Planner advised that the property could not be rezoned for that reason. Mrs. Takach asked if the lane could be placed in the centre of the road allowance the way the present access is situated. The City Planner advised this would not be possible as it would leave a strip of unusable land. The Public Information Meeting adjourned at 7:57 p.m.
