UNFINISHED BUSINESS: The City Clerk advised that Mr. E.C. Morel, of Walburn Neon Ltd., ¥ Walburn Neon Ltd. re sign changes Was in attendance to discuss an application for a sign at 2540 Shaughnessy -2540 Shaughnessy Mall Mall, and on invitation of His Worship the Mayor, Mr. Morel stated the proposal is a much needed item for two reasons; firstly, since opening the Mr. Karass Steak House last February, the need for more permanent and better identification has been indicated to Mc. Karass by many patrons; and secondly, after reviewing many approaches to solve this problem, the proposal submitted seems to be the least objectionable. Mr. Morel stated he understood from Mr. Horner of Lincoln Projects Ltd., owners of Shaughnessy Mall, that the Land Use Contract provided for signs on a roof garden, which Mr. Karass is intending to develop. Moved by Alderman Ranger: Seconded by Alderman Mabbett: That the recommendation of the Building & Protection Committee as stated in a report from the Senior Building Inspector, September 18th, 1974, that no sign changes be made for the 2540 Shaughnessy Mall as outlined in the proposal submitted, be adopted. Prior to the question being called on the foregoing proposed resolution, a discussion ensued, and Alderman Ranger commented that it is not a matter of just one sign, but of signs all along Shaughnessy Street, and he stated his concern that should the application be approved, it would start a precedent which would defeat the attempt to up-grade Shaughnessy Street. Mr. Morel stated that he was not aware the sign would be contrary to the Sign By-law, as according to his interpretation there is nothing non-conforming about it. Mr. Morel also stated again that he understood the Land Use Contract provided for signs on the roof; however, Alderman Ranger stated his understanding was that the Land Use Contract provided for facia signs, but not free-standing signs. Alderman Laking stated he would like some clarification on the type of signs provided for in the Land Use Contract, and His Worship the Mayor suggested that the Contract should be reviewed. Moved by Alderman Traboulay: Seconded by Alderman Laking: That the proposed sign changes for 2540 Shaughnessy Mall be tabled for one week. Carried.
