Province-wide, unemploy- ment is at 9.7 per cent, up from an average of 9.3 per cent a month earlier. B.C. was the only province to ex- perience an increase. The Cariboo was the tegion with the highest un- employment rate, at 13.6 per cent. Gilham says he doesn’t see the unemployment rate going down quickly. ' “Last year is going to take a lot of time to recover, from,”’ he said. The region has been bard hit by a downturn in the woods industry. At heated meetings during the past few weeks, repre- sentatives on both sides fought over the costs, ‘Thornhill director Les Wat- mough acgued that Thom- hill residents should only help pay for time that dis- patchers . are. .actually.. ans-. wering the phones, and not doing other work for the city. “Their fire department numbers were somewhat pe- culiar,”’? he said Saturday. “We'd like to know what these fire department people are doing while they're waiting for the phone to ring.’’ The cily dismissed that claim, saying that the dis- patchers had to be there, 24 hours a day to provide ihe service, regardless of what they were doing. “If they were sleeping or walching TY, they still have to be there,’’ said councilor David Hull last week. ‘It’s not like they're filing letters for the mayor. The only rea- son they're there is for dis- patch.”’ oo 4 "i Cc bureau, CREATIVE On Saturday, both sides finally agreed to a 76.4 per- cent share for the city — about $160,000, and a 23.6 per cent share for Thomhill and the outlying areas — some $49,581, That’s less thaa the city was originally looking for, but Talstra said it was a good beginning for future cost-sharing deals. The two sides also agreed to jointly pay for several services such as the arts council, the volunteer auxiliary RCMP constables, Riverboat Days and Heritage Village that the regional district had not previously helped = un- derwrite. **Thal’s just a start,’’ Tal- stra said of the new cost- sharing arrangement. “There’s lots more to come next year on both sides.” Some of those services yet to be approved for cost- sharing include the REM Lee Theatre and the cham- ber of commerce in Terrace and the golf course, fair grounds, community centre and rod and gun ciub in Thornhill.
