He said there was a real possibility. that someone would eventually be killed or injured and he requested that these concerns be sent to the Minister of Fisheries and Oceans, Tom Siddon. He re- ceived the support of the entire - board. . Siddon responded to the re- gional district’s letter on July 11 and it was presented to the board on Aug. 12 — but Sid- don’s response offered neither a sympathy or a solution. “Fishery officers do conduct the type of patrols you men- tioned in the Regional District of Kitimat-Stikine,’” writes Sid- don. “‘These patrols are’ re- quired to control ‘poaching’ problems. Please be assured that . these patrols are necessary, and are. not targeted at the Indian food fishery.”’ Siddon goes on to say that both the Bulkley and ‘‘Stikine’’ (Siddon may have meant the Skeena, since the regional district —“That’s ludicrous. Siddon’s reply did little to appease the board. ‘‘He doesn’t. even mention arms,’’ Sebastian-- pointed out, and. assured the board, “They’re fully armed.” He added that a typical ‘“‘raid” takes place at locations where Native fishermen .and families are camped and said Siddon has not addressed any safety con- cerns or the fact that Native families-are involved. =. Siddon’s reply did, however, draw attention to Canada Fish- eries’ lack of commercial polic- ing. “Four people in a boat,” said Kitimat director Joanne Monaghan emphatically. We have one, sometimes two, trying to police the entire Douglas Chan- net and have had foreign vessels come and vacuum the channel. I suggest. he put some of that force on the channel — one boat does far more damage there.”’ On a motion by Monaghan, the regional district has written Siddon to note the lack of en- forcement in Douglas Channel.
