SUBJECT: Dust control ~ Works & Services Committee July 19, 1985

RECOMMENDATION:

That tne City proceed immediately with a program of dust control
Wwsing ol! and that the locations shown on the attached priority
list be done with the estimated cost of $5,000.00 to came out of
unallocated funds In the Publle Works Budget,

BACKGROUND ANU COMMENTS:

This s@ason has bean the worst In a long time for dust and there
appears fo be no ond In sight to the hot woathar. It has raached
Tne stag@ where complaints area coming not only from tnosa people
living on gravel roads and lanes but also those living next to
| paved roads with gravel’ shoulders. Grave! parking lots In tne

City are also stirring up dust which Is affecting nalghbourlng
homes.

Public Works nas checked into savaral mothods of dust control.
The use of calclum IIgnosulphonate was tried several years ago,
This did not prove very effective for dust control although this
WaS probably because raln washed a good portion of It out of the
ground. Gost of calelum lignosulpnonatea In piace 1& about 45
cents per square yard. Calclum chloride, 4 farm of salt, Is alsa
often used for dust control. This Is not very effeetive unless
there Is molsture in the alr which can be absorbed by tne salt,
it is also not very sound environmentally because tha salt does
have an affect on both vegetation and automobiles.

The City has not used road oll for a number of years. However,
oll is by far tne most affective means of dust control with one
appilcation lasting a full s@ason. The cost Is also cheap at 17
cents per square yard. Otner ne@lgnboauring municipalities use oll
and we have diffilaulty axplalning to our residents why thoy can
