March 2ist, 1977 Thompson noted that for the past several years the City had, by eel of assessment, paid an amount considerably greater than the services received and that now, with the opening of new facilities it was proposed that a change of this nature would only provide additional: costs to the City with no added benefits. Alderman Keryluk outlined the reasoning for the proposal being presented and further suggested that limited funding was forthcoming from the Provincial Government by way of the Library Development Commission and some manner of covering expenses on an equitable basis was sought. Moved bv Alderman Keryluk: Seconded by Alderman Laking: That a letter be sent to the Director of the Fraser Valley Regional Library opposing the proposal set forth in his memorandum of March 7th, 1977 and stating: 1. That the City of Port Coquitiam supports the original principle of the Regional Library System in that a uniform level of service is provided to all users based on the ability to pay , i.e. on the mill assessment; 2. That the Director's proposal would fragment the system resulting generally in a reduced level of service in some areas; and this Council therefore instructs its representative to oppose the proposal. REPORTS: -From the Finance Committee, March 10th and March 16th, 1977 being the Statements of Accounts Payable in the total amounts of $526,547.28 and $153,081.45, respectively. Moved by Alderman Ranger; Seconded by Alderman Thompson: That the reports of the Finance Committee, dated March 10th and March 16th, 1977, recommending payment of Accounts totalling $526,547.28 and $153,081.45, respectively, be approved. Carried. Prior to passage of the foregoing resolution, Alderman Mabbett queried the expenditure 07691 and the City Treasurer agreed to provide further information. Mayor Campbell requested that Alderman Laking report on the application concerning the 'Dawson' property as the principals were in attendance at the meeting.
