That as recommended by the Leisure Activities Committee January 5th, 1978 in order to proceed with detailed drawings cf the Senior Citizen's Activity Centre Extension the following proposals be approved: THAT a bus ding committee be struck to include the present Leisure Activities Committee with the addition of the City Engineer plus two representatives from the Senior Citizen's Association; THAT the firm of Carlberg Jackson & Partners, Architects be engaged to prepare working drawings for the extension and that a Client-Architect ‘Agreement be drawn up. This Agreement to be presented to Council at a later date; THAT the Administration prepare a By-law for Five-year Capital Borrowing for submission to Council; AND THAT the City of Port Coquitlam make application for Provincial funding from the Recreation Facilities Fund. Jan.6/78 has recently become apparent that a blockage has occurred in the drain re drain pipe blockage - pipe connecting homes on Columbia Avenue and Eastern Drive causing Columbia Ave. & Eastern Dr. severe flooding to two properties on Columbia Avenue and the Committee recommends: ‘This section of drain pipe be incorporated into the City storm sewer system. The location of the pipe be determined and at least two manholes be constructed so that investigation and maintenance can be carried out. Necessary repairs to the pipe be carried out. Standard right-of-way agreements with property owners be obtained.
