AERO aS Ee Iya Camp David summit “gigantic effort” - CAMP DAVID, Md. (AP) — President Carter has been unable to gain major con- cessions from Israel at the Middle East summit meeting here despite a “gigantic effort,” diplomatic sources said Tuesday. "Getting Israel to move was the problem all along, even before the summit began,” said an official who asked not to be identified. About the summit's out- come, however, the official said: ‘It’s too early to make a judgment either way.” Carter met for a second consecutive day with Egyptian President Anwar Sadat. It was understood the U.S, nt is soliciting new ideas from Sadat as well as inviting the Egyptian leader to respond to Israeli thinking. Carter has followed a similar procedure during meetings with Israeli Prime Minister Menachem Begin, REMAIN APART As the summit rounded out a week, Sadat and Begin re- mained apart. They have not met face to face at the negotiating table since last Thursday. Jody Powell, White House press secretary and summit spokesman, cautioned . reporters not to draw any conclusions from the suspension of threeway meetings. ‘ “There hasn't been any ‘ need for one,” he sald. Powell agreed that Carter is making. a “gigantic ef- fort.” The spokesman said “there has been flexibility shown on both sides,” but he didnot claim that Carter had gained major concessions. In the talks, Powell said, all summit participants have been exchanging ‘thoughts, ideas, questions and suggestions’ from the outset. : Again, he provided no delails, 7 ; It is known, however, that the discussions centreed on the fundamental issues in the Arab-Israeli dispute. These include Arab demands that Israel give up the land it captured ‘during the Mideast war of 1967 and recognize hat the Palestinian Arabs have ‘‘le- gilimate rights,” including the right to a homeland on the Israeli-occupied West Bank of the Jordan River. Powell disclosed that Sadat telephoned Jordanian King Hussein on Monday, but there was no report about the substance of their conversation. Hussein, who lost the West Bank to Israel after 19 years of contro] by Jordan, has ruled himself out of Mideast peace talks until Israel commits itself to with- drawal. “There are no plans for Hussein to come to Camp David,” Powell said. Refusing to speculate on when or how the summit might wind up, Powell said: “I'm not being evasive.
