John Keryluk introduced the topic which was to be discussed that evening then introduced members of Council, staff, Indian Band representative and Shaughnessy Woods representatives. The Chairman then asked the City Engineer to give overall background and current information regarding the access routes to the Indian Reserve #2. City Engineer summarized the general history of the access road request. Mike Kemps had approached the City in early May requesting an access route to the Indian Reserve. City Council approved route #4 (Nacht and Shaughnessy) subject to conditions of safety and bonding. Residents of Shaughnessy Woods area strongly objected tu this approval. Route #3 was then approved suoject to acceptable road designs. Mayor Traboulay suggested that the route be put on hold while other options were reviewed. City Engineer then explained all seven route options including pros/cons of each. He also reviewed upcoming capital road project, DCC projects and Ministry of Highways Regional Plan. Mr. Lim pointed out that according to all plans, Shaughnessy will become an arteriaJ four-lane road in the future, at which time they would not need approval to use the road. Chris Fielding stated that even if the road was an arterial now they would still be before Co~ ‘cil with the same concerms. Councillor George Chaffey of the Coquidam Indian Band gave background information on the Band - their history and culture and why they want change for their future. He stated that in order to upgrade their society they need money and to get money they need to log and develop their land. Councillor Mathew Thomas of the Burrard Indian Band explained that his band met with similar opposition when they tried to develop their land, but that Council held strong and supported the band. Now residents in the North Vancouver district have a favourable attitude towards the band and its development. Mathew Thomas explained the living conditions of the band as very poor and he wants to see them able to stand on their own two feet. Chris Fielding gave brief summary of his feelings on the subject - the same - safety, traffic etc. He explained that nothing has changed, he does not want trucks in the area. The meeting was temporarily adjoumed for coffee. Mike Forrest suggested that temporary access be given to the Band for say 8-12 months so the band could at least have a temporary income by selling the logs they hauled out, then as soon as Route #1 is available that the Band switch to Route #1. Chris Fielding opposed this recommendation stating that "temporary" would end up being permanent. Scott Simpson of the Vancouvs Sun asked at what level of court is the Band opposing the Certificate of Possession.
