THE CORPORATION OF THE CITY OF PORT COQUITLAM C 0 U N ¢ | L MEMORANDUM MAY 30 1983 TO: B. Kirk, May 26, 1983 City Administrator FROM: F.E. Peters., P. Eng., City Engineer SUBJECT: Condition of Dav ies Avenue - Public Works Commi ttee, May 24the, 1983 RECOMMENDATION: ; That ‘the construction of a sidewalk along -the north side of Davies Avenue be considered for the 1984 Provisional Budget. ‘BACKGROUND ANDO COMMENTS: . The Committee considered the request from a delegation on Davies Avenue to construct the road to full standards because of high traffic volumes, noise and dust from vehicles using Davies Avenue as a short-cut from the Lougheed Highway and because of the industrial development on Davies. Traffic counts show approximately 1200 vehicles per day using Davies Avenue and a large proportion of these occur during .the morning and afternoon peak hours. This indicates that there is some bypassing of the Lougheed Highway. However, volumes are no more than those on Finley Street or as found previously on Lobb Avenue. The Committee is not able to recommend construction of the road to full standards. The cost of building the road has not been estimated but would be very high because the storm sewering of a major ditch would be required. The compietion of the road will also encourage more traffic to use the road and to travel faster. There is no sidewalk on this street and the Committee feels that the construction of a sidewalk might provide the residents with some factor of safety while watking along the street. A sidewalk was considered in discussions of the 1983 Capital Budget. The Committee feels that ‘consideration in the 1984 Provisional Budget of a sidewalk is the only solution which is realistic for the present problem. Ah F.E. Peters., P.
