Present were Chairman, Alderman Ranger, Alderman Mabbett, Mrs. M. Smith School Trustee, Mr. Bruno Freschi Planning Consultant, V.G. Borch, P.Eng., Nick Chernoff and L.D. Pollock. The following matters were discussed: 1. Rezoning Application R#6-74 ~ This is a request to rezone property presently zoned RS-1 to Development Area to permit comprehensive development of property located at 3385 to 3441 Hastings Street. (See attached map). This property is zoned RS-l and is eligible for subdivision into residential lots. It is a difficult lot to subdivide due to the fact that a creek traverses the preperty and it would be an advantage to encourage a development that would Have the least impact on the creek. The developer has proposed a slightly higher density development of a portion of this property while conveying the balance of the property including the creek area to the City for park purposes. The Committee feels that this would be a suitable proposal providing that the overall density of the parcel is kept at or near regular residential densities. The developer has submitted the proposal for a row housing development consisting of 40 units of strata title housing. Their development would be confined to the easterly portion of the property and they would dedicate the westerly portion consisting of approximately 1 4% acres to the City for park purposes. The Committee felt that the 40 units requested is slightly high in that it gives a gross density of 8.3 units per acre. The Committee felt that at least three units should be removed from the proposal bringing the density down to 7.6 units per acre. Regular densities in the RS-1 zone generally run approximately 5 units per acre. The Committee feels that development of these five parcels as one development has the advantage of completing a development as a unit and the proposal has the advantage of preserving the creek area and also permits the City to acquire some park land in this vicinity. There are a number of points to be reviewed in the proposal with regard to access and the treatment of the creek in the park portion of the property. If Council approves the proposal in principle the plan would be submitted to the Parks and Recre- ation Committee and the Public Works Committee for their comments. The Committee recommends the request to designate property located at 3385 - 3391 =- 3397 - 3425 and 3441 Hastings Street as development area to permit comprehensive development for strata title housing be approved for further consideration and that the proposal be referred to the appropriate Committees of Council for their comments.
