FEB 2 { 1972 FROM: Alderman PLA, - Meyer, For the past several weeks and in continuation of the work commenced by the 1971 Council, the Environmental Protection Sub-Committee has been actively persuing a method by which a recycling depot operation could be commenced. _ Toward this end Professor Brahm Weisman, of the School of Community and Regional Planning at U.B.C., was contacted in order to see if any of his post-graduate students would be interested in participating in the preparation of a study to determine the feasibility of operating a recycling depot. Professor Weisman expressed considerable interest and subsequently dis- cussions have been held with two post-graduate students - a report of which follows: i) Jt soon became apparent that if such a recycling study was commenced it should cover the principle of recycling itself, not just one part, that is the operation of recycling depot. It is felt such a study should transcend technical considerations and shoutd consider as well public attitudes, mass pyschclogy and in particular the feasibility of re-educating a "Throw-a-Way Society". 2) The two students have thoroughly investigated the possibilities of a recycling study being funded through auspices of the Opportunities for Youth Program, It is premature to state that this approach is not possible; however, preliminary indications are that the project as discussed to this date would not qualify and in fact it is doubtful whether the objectives of the study would meet the guidelines required by the Opportunities for Youth Program. ret sg ect pt nnd Ge spetoneg phe ite i haan 3) It is recommended that if a recycling study can not be funded through the Opportunities for Youth Program, the Council give serious consideration to providing sufficient funds to enable two or three students to embark on a ) See a hy poise sh continued page 2
