t f § 1 ‘ i J , t A10- The Terrace Standard, Wednesday, March 30, 1994 Budget climbs THE ABORIGINAL affairs min- istry is gelling the second highest budgel increase for the next year in percentage terms of all govern- ment operations. Spending is forecast at $32.2 million, a 66.8 per cent increase over the $19.3 million estimated for the. financial. year ending March 31. And that latter estimate is 31.4 million more than whal was sup- posed to have been spent. The additional money is needed to finance land claims negotia- tions, said aboriginal affairs min- ister John Cashore last week after the provincial budget was Teleased. It’s being spent in two areas — contributions to the new B.C. Treaty Commission, which is to oversee land claims negoliations, and on ministry negotiators, he said. “We're gelling the slaffing up for six negotiations teams, putting in place procedures and gelling everything ready,’’ Cashore said. The actual number of negotiat- ing teams within the ministry will be seven as the Nisga’a group has News In Brief Man killed in accident A PRINCE RUPERT resident was killed March 21 after the car he was driving and a pickup truck collided head on. Surinder Decp Singh Bajwa, 36, was the only person in his Pontiac Sunbird travelling south on Highway 37 at Williams Creck when the accident occurred, There were six people in the northbound pickup and two were taken to hospital. They Were later released. Police say their investi- gation is continuing. RCMP pay affected AT LEAST five local members of the RCMP detachment here are being hit with a wage freeze:as part of spending control plans brought in by the federal government. And two of those have just arrived oul of iraining, says detachment officer in charge Inspector Lawrence Yeske. ‘The five ali have less than two years of service, the period of time it takes for RCMP constables to work their way up the pay scale ladder to senior constable status. But the wage freeze now affects those incremental steps and that means the pay of the officers will stay at $31,172, the same amount it was when they entered training. Senior constables now make ap- proximately $50,0000 a year. “While in training they were at one level, when they went to a detachment for field training they moved to another level and when they finished-that, they went up another level,’’ said Yeske of how officers began to move up the pay scale under the old system. He said the freeze will affect newer officers who now tend to be older than rookie constables of the past. ‘‘More are now married MEN’ S ANNUAL — LOGGERS BONSPIEL ‘Starts Thursday, March 31 at 6:00 pm Till April 3 ‘Finals Approximately 4: 00 sm eee _— —* been in existence for several years, Financial assistance is also going to native groups to heip them set up negotiating teams. : Nearly 50 native groups have new filed notice of negotiations with the treaty commission. “All of this costs money,’? said Cashore. ‘‘It’s going to lead to in- terim agreements and then to seitlements.”” Cashore also said there will be money devoted to public educa- tion to ease what he called ‘‘fear and trepidation’ by some groups. He added that (he province will soon have to start showing some signs of progress on land claims so that people can gain an idea of the shape of settlements. But Cashore: declined to com- ment on whether there will soon be news on the progress of the Nisga’a land claim.
