DISCUSSION: Development of the subject site will complete the end of Tuohey Avenue and provide additional housing along Kitchener Avenue, in accordance with the Official Community Plan, which states that "in-fill subdivision and development of small pockets of vacant land in built up areas will be encouraged". However, substantial public opposition to this proposed rezoning has been expressed to the Planning Department, with reasons including loss of green space, change in character of the neighbourhood, and increased noise and traffic on the streete. Under the current RS-1 zoning, the applicant may create 8 single family lots. Although the proposed rezoning would add only tvo extra lots and the proposed RS-2 lots meet or exceed the minimum lot dimension requirements, the building envelopes are constrained by the boundaries of the Ministry of Environment Covenant Area imposed to protect the creek and its banks. Most of the buildings would be concentrated up-slope around the proposed Tuohey Avenue cul-de-sac; all lots on this cul-de-sac will have frontages substantially narrower than the lot widths, thus creating a crowded effect. Retaining the RS-1 zoning would allow for larger building lots that offer more flexibility in the siting of homes. This may, in turn, reduce disturbance to the creek bank, allow for some preservation of natural site features, and reduce the impact on existing residents.
