pigeon flocks to disperse, pointing out that there is a notable decrease in -
the pigeon concentration in the downtown area and stating that the owners of

the affected premises in the downtown area, in particular, the Masonic Hall,

will be approached with regard to-cleaning the premises and pigeon proofing
