TO: = MAYOR AND ALDERMEN April lich, 1973 ; FROM: PUBLIC WORKS COMMtITTEE : Report from the Public Works Committee meeting held Mond aN 1,9th, 73 i at 4:00 p.m, C . Attended by: Alderman E.W, Mabbett a ‘ \ Alderman L. Traboulay APR 46 1973 i V.G. Borch Respectfully submitted. ( (/ Wo Ae i Item I ./ OY : Re: Water Supply to District of Coauitlam Attached hereto please find a copy of a letter dated March 29th, § : 1973 from the Mayor of Coquitlam to His Worship Mayor B. Scott and Members of Council. This request was first made to the City by the District in February ; 1971. The request was considered by the Public Works Committee in April 1971 and the District was advised in May 1971 that "...... a connection to provide ' water service to the Lincoln Avenue ~ Devon Street area from city mains be : approved subject to an adequate agreement being reached with the District of ; Coquitlam regarding such internunicipal water supply". It is understood from } i Alderman Laking, who was the Chairman of the Public Works Committee in 1971, | that further arrangements were pursued, however nothing was finalized because the District felt the costs involved were too high. i This matter was reactivated verbally (District Engineering ) Supervisor to City Engineer) in 1972 at which time the District revised and ; clarified their requirements from 1971. The matter was discussed further by the Public Works Committee late in 1972 but no recommendations were made and no action was taken. It is the opinion of the Public Works Committee that Lf the City , were to accede to the District's request in accordance with the requirement outlined in 1972 that city water users in the north-east section of the City : would be detrimentally affected. It is therefore the Committee's recommendation that should the Council wish to accede to the District's request, a connection be provided from the existing 6" city water main at Lincoln and St. Thomas of sufficient size te provide domestic water to existing residences in the District on Devon only (probably 1" diameter connection). This would not provide fire | flows nor would it provide any capacity for further development of the Devon Street area of the District. A. small portion of the connection would be installed by City crews at the expense of the District and the large portion of the connection along an unopened portion of Lincoln Avenue and alone Devon Street would conceivably be installed by District crews. It is further re- cormended that the District should agree to install the same size line as that installed in the City.
