Financial Implications: 4.1 One of the positive features of using the construction management mcdel is that you should realize a savings over the standard general tender. This allows you to get more for your construction budget. Alternatively, one of the perceived drawbacks of the construction management process is that a firm cost of construction is not established right at the beginning of the project. However, in our case the project budget has been established and we could include a clause in the construction manager's contract that they must confirm the construction budget prior to the start of construction. However. this flexibility also can work in our favor. The flexible approach to construction allows us to make changes during the project without paying the normal premiums attached to change orders. The cost of a construction manager runs about 3- 10% of the project cost depending on the schedule and scope of work. It is umportant to note that these are not new dollars. These costs and more are normaily built into your general contractor's budget. The difference is the construction manager works on our team beginning with design and continuing through construction. Intergovernmental Invoivement/Implications: 5.1 Vic Davies Architects Ltd. has been involved in numerous recreation projects using construction management and it has proven to be a very successful form of contract and construction process. The Town of Whistler built their new arena last year using this process and are using the same process to build their new pool. The City of Coquitlam is also experiencing positive results using this process to build their new pool. One of the benefits of the construction management process is that you can fast track projects. Tenders can be awarded as phases of design are completed. We would be able to start construction this Fall. With the general tender process this is much more difficult. Typically design is 100% finished before you tender the project. Using the general tender process, we would likely be starting construction this winter. 22
