October 23rd, 1978. That as recommended by the City Engineer, September 28th, 1978 the Welcher Avenue Dump be phased out and that private dumping of garden refuse not be allowed after November Ist, 1978 and By-law No. 1202 be repealed; AND THAT By-law No. 1426 be amended to allow residents to use more than three receptacles or plastic bags to allow clean-up materials to be disposed of with the Yegular garbage. Withdrawn. Prior to the question being called on the foregoing resolution the Council dealt with the following resolution: Moved by Alderman Laking: Seconded by Alderman Keryluk: That the question of the closing of the Welcher Avenue Dump be ‘tabled until a report on garbage pickup is received from the Public Works Committee clarifying the pickup in the commercial and industrial areas, Defeated. Aldermen Thompson, Laking and Ranger voted in favour of the resolution. Prior to the question being called on the foregoing resolutions Alderman Laking advised that the area of the Welcher Avenue dump is swampy and requires fill. The City Engineer asked the Works & Utilities Superintendent to elaborate. The Works & Utilities Superintendent advised fill could be used from Municipal jobs done in the City for the Welcher Avenue site and that the extra garbage wold not constitute a great change to the sanitation department. Alderman Thompson asked that study be carried out on-the commercial‘ and industrial garbage pick-up as they are now required to have private container pick-up unless they can use only three receptacles or plastic bags. Aldermen Mabbett and Traboulay then withdrew their original resolution and proposed the following:
