Present to witness the kick-off were Sheri Onstein and Salvation Army Lieutenant Mike Hoeft. ~ It’s a budget that’s not going to cost the ordinary taxpayer more money, says Terrace city council Finance Committee chairman ‘Danny Sheridan. In fact, with the 1991 city budget, most residential property owners can expect cuts of between three and cight percent on their property taxes. Most businessmen will find even greater cuts, but on the other side of the coin, a few commercial ventures whose five-year Partner- ship in Enterprise agreements have expired will see a dramatic rise in property taxes. Skeena Cellulose goes up 17.61 percent and Mo Takhar’s Terrace Precut has jumped 58.58 percent. The bottom line is a 5.44 percent increase in revenues in 1991. The budget estimate is $14,022,960. § This will cover an 8.68 percent s increase in expenditures which is made possible by using a $396,272 surplus from 1990. On the operational side of things, the biggest gain was seen by the city’s planning depariment. An overall increase of 184 percent gives this department the $218,735 they need to complete Phase II of the Community Development Plan and our new Official Community Plan. The Aurora Summer School of the Arts got the $25,000 they were seeking and the Arts Council got a big boost, from $6,600 to $15,000. This will cover growing demands from the arts community. The Art Gallery’s request of $30,000 was declined but the Arts Council will have the financing to help them bate hall $40,000 five-ton cab and chassis out a bit.
