PLANNING DEPARTMENT Function: The function of the Planning Department is to assist Council in their guidance of the orderly development of the City. As part of its function, the Planning Department: Provides advice to City Council and other departments on land development matters and/or land development related matters. Liaises with regional, provincial and federal organizations on matters related to land development. Draft, review and update Official Community Plans, zoning bylaws, local area plans, concept and control plans, and Council's policies on land use matters. Processes development approval applications guided by the City's bylaws and Council's policies. Promotes and assists the development of desirable new and existing businesses in the City. Level of Service: In addition to the current planning tasks, the Department is continuously working in a variety of short , medium and long range projects. Most of the energy of the Department, during 1992, was spent in the drafting of a new Official Community Plan. A number of other smaller projects were also undertaken, and many more still remain in the "to do" list. —_ As part of the Q.C.P. work, the Department, with assistance from private consultants, prepared an Environmental Assessment of the City, and a study of the Riverfront. On the Economic Development front, a bylaw to regulate accessory home businesses was also completed. The Department successfully applied for a Senior Government Grant for the second phase of the 0.C.P. to be completed in 1993; the needed revision to the Zoning Bylaw, however, will need to be financed with mmicipal monies only. Economic Development promotion in 1992 was less than anticipated, due to a shortage of funds, but still a positive year. The City was featured in a national Trade magazine; a nice professional brochure was also prepared and is being distributed as part of ongoing promotional efforts. wee 2/
