“ITY OF PORT COQt RIVERFRONT AREA CONTROL PLAN INTRODUCTION The riverfront areas of Port Coquitlam between Coquitlam River and the Lougheed Highway Bridge over Pitt River (Figure 1) are occupied by a number of different land uses on both public and private properties. Increasing development pressures along the riverfront are creating the need for a comprehensive Area Control Plan, which will outline policies and guidelines to direct future development. BACEGROUND The riverfront south of the Lougheed Highway Bridge is presently occupied by a trail atop a dyke adjacent to industrial areas. At the intersection of Pirt River Road and the Mary Hill Bypass, the riverfront is developed with a mix of commercial and residential (both single-family and multi-family) uses. The remainder of the shoreline towards the Coquitlam River is largely undeveloped. Potential impacts on the 6 km of riverfront include a new industrial park proposed for a site south of Kingsway Avenue and the Mary Hill Bypass, interest in mixed-use commercial/residential projects at the foot of Pitt River Road, and the possibility of a new bridge linking Port Coquitlam to Douglas Island and Pitt Meadows. These influences on the shoreline ’s sensitivity must be considered to ensure that land-uses and services are compatible and appropriate. : | | STUDY COMPONENTS The goals of the Area Control Plan are to develop an overall land-use concept and infrastructure plan, anid to outline policies for future development. | The Consultants will liaise as necessary with appropriate federal and provincial agencies (e.g. Ministery of Transportation and Highways, Fraser River Estuary Management Program, Ministry of Environment), property owners and City Staff to obtain pertinent background information. It should be noted that some individual property owners may be reluctant to participate or cooperate in the study process. | The study should provide research and analysis of the following: present and proposed land use pattems and concepts transportation implications Servicing and infrastructure environmental considerations open space and recreational opportunities
