INTRODUCTION
Purpose of the Pian

The purpose of this Official Commmity Plan Bylaw is to provide
a framework for City Council decisions about future development
and a guide for residents and owners about land use and growth.

The Plan presents the City's goals and objectives for the next
five years. Attached to those goals, and objectives are
implementing policies and strategies for managing growth of the
City.

Plan Organization

The goals, objectives and policies of the Official Community
Plan operate within a geographic and land use framework shown on
the Plan Map, Schedule B of this Official Community Pian.

(a) Employment Part

The purpose of the industrial Policies is to provide
for a broad range of industrial and agriculturally
related activities within the City. Policy directions
of the plan are to guide the location, type of
activity permitted and priority for installation of
public services. Policies of the Employment Part of
the plan are central to achieving the first goal of
this Official Community Plan, development of
employment generators.

Commercial Part

The purpose of the Commercial Policies is to provide
for the location type and density of commercial
activities serving the community. A long standing
goal of the City has been to strengthen downtown.
Policies of the Commercial Part and Multiple Family
Housing Part of the plan are written to help achieve
the goal. Lougheed Highway and cC.P. Rail
transportation corridor have cut the Gity in half
rather than serve as a focus. Part of the policy
direction of the Plan is te create a focal point of
density at Shaughnessy Street and Lougheed Highway.
