. THE CORPORATION OF THE CITY OF PORT COQUITLAM -~2- On November 15th a third meeting was held, at City Hall, between Nu-West and the Leisure Activities Committee. At this meeting, Nu-West proposed the installation of an underground drainage system for the soccer field and the baseball outfield. The repair work recommended by W. Livingstone and implemented by Nu-West immediately after, completion of his report, was already showing acceptable results. Most bald spots were gone, having been replaced by healthy grass. Most of the Swamp grass was gone end with the installation of an underground drainage system, it was Nu-West's contention that they would have more than lived up to the terms and conditions of the Land Use Contract, the specifications and the design drawings. A copy of their © proposal is attached herein. You will note that they had proposed a "contribution" of $5,000 towards playground equipment, or a drainage system, whichever the City prefers. Nu-West does not want to install this system. They want the City to install it, and to release their $60,000 holdback guaranteeing construction of the park. Since receiving this proposal, the writer has had several telephone conversations with Mr. Barnes of Valley Farm Drainage. Mr. Barnes has viewed the site and has revised his estimate upwards because the existing drainage system already’ installed by Nu-WesSt this summer, is too shallow. A copy of’ this revised estimate is also attached herein. The Leisure Activities Committee has discussed Nu~West's latest proposal, and feels that an underground drainage system is not necessary under the baseball outfield, but is necessary in the soccer field. The writer has received a telephone commitment, on November 26th, 1979, of $7,500, rather than $5,000, from Nu-West because of not being able to use the existing drainage system and therefore having to install several new connections to the Cedar Drive ditch. It should be noted that Mr. Barnes will require two to three months time to schedule and complete this work, as this project is so small for him that he has to regard it as a fill-in. The writer does not know-of anyone else who can do this work for the prices shown, including our own crews. The Leisure Activities Committee therefore recommends that the City accept the park as it now exists, on December lst, 1979, and that the City accept the $7,500 Payment from Nu-West -Developments Ltd. to install an underground drainage system in the soccer field as per the proposal from Valley Farm Drainage Ltd., and that the City release Nu-West's letter of credit in the amount of. $60,000, also on December ist, 1979.
