Alderman Traboulay addressed the meeting regarding the three letters that were received from property owners on Grant Avenue and suggested that perhaps the Environmental Protection Committee should have more information before making a recommendation to Councii. Mrs. Lorraine Rayner, 3165 Pearkes Place, spoke to the meeting on the manner in which the information was received by the residents on Grant Avenue advising the notice was received on Friday, January 19th, 1979 and did not allow much time for the residents to become familiar with the type of application proposed. Mrs. Rayner advised she had coutacted the other municipalities to clarify their policy on personal care home applications and Mrs. Rayner then asked when the application was received by the City of Port Coquitlam. The City Administrator advised the letter received from the Simon Fraser Health Unit was dated January 5th, 1979 and that the application was received shortly after that date. Moved by Alderman Traboulay: Seconded by Alderman Keryluk: That the application from Mrs. Angela Burton to operate a Specialized Residential Facility for ex-Riverview ‘resta:nts -at-1948-- Grant. Avenue with a maximum number of six residents, be approved. Carried. Aldermen Laking and Mabbett voted against the resolution. Prior to the question being called on the foregoing resolution Alderman Laking stated in his opinion the residents should have been informed by the Simon Fraser Health Unit prior to bringing the application to Council. Alderman Ranger spoke in favour of the group home and stated the ex-Riverview residents have the right to be able to be phased back into the Community. Alderman Kervluk spoke to Mrs. Lorraine Rayner asking if she had obtained the information she required on the proposed group home and Mrs. Rayner stated she had, but that she had to get the information herself and in her opinion the information should have been brought to her by the Simon Fraser Health Unit or the person involved with an application for this type of proposed use. Alderman Keryluk stated he was in favour of having the group home at 1948 Grant Avenue and stated no complaints had been received from other group homes after they had been set up.
