This subject has been discussed and developed with the Municipal Manager, THAT the G.V.R.D, be requested to pass a by-law to veguive member municipalities to levy the District rate on hospital assessments; and THAT a copy of this report item be forwarded to all membera of the G.V.R.D., and they be requested to support Burnaby's position in this respect. “kek EEK 30 Novenber 1973 70: MUNICIPAL MANAGER File: G70-1-1 FROM: MUNICIPAL TREASURER RE: REGIONAL DISTRICT TAX LEVY Annuelly, the’Greater Vancouver Regional District apportions its dudget betveen municipalities on the besis of hospital assessments. Hospital assesements ere school assessments including machinery but excluding B Hyéro. The nunicipalities in turn apply the tax levy to their generat purpose assessments. In some municipalities, 2 purpose full value assesszents compiled in accordance with the Municipal act. in others, general purpose assessments are school assessments minus mschinery, B.C. Hydro and certain other minor factors, In other words, the distribution of the budget is by one yardstick and the texing for sane by a different one. In accordance with enendments to the Municipal Act made at the last aivting of the Legislature, the municipalities must include in their rating by-laws provision for a Regional District levy and the Regional District ney by by-lew provide that the rates be levied on hospital assessrents cr partly on hospital essesswents and partly on general purpose assessments. As the distribution of the Regional District budget is on the basis of hespit=1 assesszents including mechinery, it is logical that taxes should be levied for same on tie sane base. Furthermore, this would separate on the tax bill the requircaents of the Regional District from the requires ments of the general purpose tax levy. j TEM 27 ; MANAGER'S REPORT NO. 96 COUNCIL MEETING bec. 3/73 We ere advised that a full report on this subject will be placed tefore the Regional District ut their first meeting in 197k. There is merit in the District being advised of Council's preferences in this metter.
