DATE: September 22, 1972 Mayor and Council Health Committee C 0 Ul N SEP 2 5 1972 The Health Committee of the City Council met in the Council Chambers of the City Hall on Thursday, September 21, 1972 and the following items were discussed; 2. Anti Noise By-law - An anti noise by-law draft was circulated to Council several weeks ago and this was referred to the Health Committee for review. Ralph Palmer attended the meeting and explained some of the points in the n the draft and the by-law that has been Proposed for the Regional District. . Oursdiffers from the Regional By-law in . the distance at which measurements are taken (20 feet in our by-law as opposed. ..- te 50 feet in the Regional by-law)and on the point of continuous noise which is not covered in the Regional by-law. Mr. Palmer feels that this would cover the situation of continuous truck traffic for instance where an individual truck would not violate the by-law but a continuous Passing of trucks would constitute a violation. Mr. Palmer has done sound tests in various parts of the City and he advises that there is no problem with vehicles complying with the limits in the by-law. With regard to enforcement we will require four o ‘which are in the neighbo Officer, Council also asked for some indication of the meaning of decimal readings and the comparative noise of various levels. If it can be arranged we will have some information on this point, This by-law was circulated with previous information to Council. A further copy will be made available to Council members for discussion purposes. The committee recommends the adoption of the by-law as Prepared subject to review by the City solicitor. ‘ .
