Re: Proposal for Noise Control By-law,
Port Coquitiem, B.C,

Please find attached a proposal for a noise control by-law for the
City of Port Coquitlam. Similar proposed by-laws are to ba sub-
mitted to the District of Coquitlam and the City of Port Moody in
the very near future,

Dr. Munroe and I have studied noise abatement or noise control by
jaws from Ottawa, Edmonton and California. We have also reviewed
extensively the proposed Greater Vancouver Regional District Noise
Control Draft By-law and the recently implemented Burnaby Noise
Control By-law. It is our opinion that the Burnaby By~law is much
more realistic. <b overcomes several of the important problems that
we encountered during the three month Westwood-Woodland Drive study
conducted by the Simon Fraser Health Unit.

While ws are not in completo egreenant with all aspects of the by-law,
it is tho best wo have studied. Our points of contention are of a

Minor mature; however, and for the cake of intormnicipal continuity,
we would recommend tha onclesed by~lew for the City of Port Coquitlam.

All dBA levels are identical with the Burnaby By-law, but the so-called
"Activity" and "Quiet" areas (which really are designated zones) have

been corrected to fit the Port Coquitlamts own zoning areas. Also, the -~._
entire By-law has been re-worded, where needed, to correspond with Port
Coguitlam's own existing By-laws.

Perhaps Council wovld like to refer this to their Health & Welfare
Comittee and Solicitor for their comments, I would be pleased to
answer any questions regarding the actual mechanics of the proposed
