You could phone Rupert at no charge REGIONAL POLITICIANS have asked Telus (formerly B.C. Tel) to bring in a sys- tem allowing toll-free calls throughout the northwest. And Telus has responded by giving the Kitimat-Stikine and Skeena Queen Char- loite regional districts a proposal to do just that in return for an extra charge on month- ly phone bills. But in order to make it work, every Telus customer would have to subscribe. Telus project manager Al Litynsky said the new service would be a boon to the northwest because “customers that live in rural areas get a raw deal.” However, he emphasized Telus doesn’t intraduce regional calling areas as part of its normal business practice, but will act on re- quests for the service if approached by com- munities. , Litynsky said, for example, the compa- ny’s Slatistics indicate about 65-70 per cent of long-distance calls out of Kitimat are made from residential customers, and not business customers as might be commonly perceived. The reason, he explained, is because of the number government offices, banks, and retail stores in Terrace that Kitimat residents need to call during working hours. Litynsky confirmed his company was prepared to move.on the first phase of the strictly to recover the cost of providing the additional service because it is a CRTC re- gulation that phone companies can’t profil from providing local service. While the regional districts had aiso re- quested the new sysiem include one-way calling to Smithers — it is in the Bulkley- Nechako regional district - Litynsky said that was unlikely to happen. One-way call- ing would enable customers here to call Smithers as a local call, but not vice-versa. Telus currently provides one-way calling from the Nass Valley to Terrace because of ihe high. volume of outgoing calls to Ter- race and the relatively low volume of in- coming calls to the Nass Valley, Litynsky explained. But as a general rule, he added, it is too expensive for Telus to expand a regional calling area over too large a geographical area. Litynsky said it should take about four months for the CRTC application to be processed and then Telus must hold a refer- endum for its customers to see if there is support for the service. That process would take about three months to complete and would fikely consist of a mail-out ballot. If a majority of customers indicate they want the service and are willing to pay the extra money, it would take another four months to complete technical upgrades.
