Prior to passage of the foregoing resclution, a discussion ensued and Alderman Traboulay stated he felt the developer should bear the cost of constructing Regina Street; however, Alderman Thompson pointed out that the developer was required to install complete servicing of Regina Street adjacent to his property and stated he felt it would be unfair to request him to pay for construction of that section of road away from what he is doing. Alderman Mabbett suggested that the importance of constructing that section of Regina Street be discussed with the developer. Alderman Keryluk referred to the resident whose house is between Prairie Avenue and the lane planned within the proposed subdivision, and who was concerned that his access would be restricted to the lane only in the future whereby he has to construct another driveway from his carport to the lane. The City Engineer advised that a condition of that previous subdivision was that access would be from the lane when constructed but unfortunately the message did not get through to the present owner and
