Whereas the quality of a democracy depends on the direct participation of individuals in the exercise of their democratic rights and responsibilities; and Whereas access to government information is necessary for the full democratic participation of the people of British Columbia in their government, and - Whereas freedom on information and protection of privacy legislation is essential for the protection of civil liberties and human rights and therefore the right ot information must be regarded as fundamental, and without this right, other fundamental rights lose their meaning; and Whereas information must not only be accessible by individuals but must also be broadly disseminated to locations convenient for individual use; and Whereas many different individuals and organizations have indicated their desire for open and accountable government, and their concern about personal privacy; and Whereas there is a need for an opportunity to focus on issues related to the extension of freedom on information and protection of privacy legislation; and Whereas many different individuals and organizations, including the British Columbia Library Association, the British Columbia Library Protection Trustees Association, and the British . Columbia Freedom on Information and Privacy Association, have resolved to support the enactment of freedom of information and protection of privacy legislation; Therefore, I, Leonard M. Traboulay, Mayor of the Corporation of the City of Port Coquitlam DO HEREBY PROCLAIM the week of April 11th to 17th, 1994 as _ "INFORMATION RIGHTS WEEK" : in the City of Port Coquitlam.
