Brown Director of Community Planning ‘ SUBJECT: Declaration of Port Coquit!am as a Nuclear Weapons Free Zone ~ Public Safety Committee Item. RECOMMENDATION: That City Counci! adopt the foliowing resolution. THAT WHEREAS Port Coquitlam City Council has endorsed a proposal for a mutual and verifiable freeze on the production, testing and deployment of nuclear weapons and their delivery systems; . ; NOW THEREFORE BE IT RESOLVED THAT Port Coquitéam City Council declare the municipality of Port Coquitlam to be a nuclear weapons free zone, and that any manufacture, storage, transportation or distribution of such weapons or their component's be banned within the boundaries of the municipality. BACKGROUND: — In responding to a delegation requesting consideration of declaring Port Coquitiam a nuclear weapons free zone, Clty Council directed its Public Safety Committee toa prepare such a resolution. COMMENTS: The Public Safety Committee of Council have reviewed similar resolutions from other municipalities and a model produced by the Provincial Government. Based on that research, the Committee has prepared the resolution stated In this report's recommendation, Text of this resolution is based on a combination of the aforementioned examples and includes previous decislons made by City Council tn that regard. . | Form and genera! wording of the resolution selected was chosen as it is within the City's authority to govern Land Use (manufacturing, storage and distribution). as well ‘as control of the classes of traffic using municipal roads (transportation). ln conclusion, the Committee recommends adoption of this resolution as an expression of City Council's concern about the proliferation of nuclear weapons.
