The centre provides a wide range of assess- ment, treatment and educational services for children up to age 19. Services are avaliable to children with known disabilities such as cerebral palsy, neuro muscular disorders and developmental delays. Due to budget cuts by the Ministry of Health and Human Resources, the centre has had to let some of their staff go, Dediluke said. The centre operates by acquiring funds from the Ministry of Human Resources, Ministry of Health and private dona- tions. After operating for four years with the same budget, Dediluke feels that a 27 percent increase is not unreasonable. Since September 1985 the centre has had to cut back 20 percent on the ‘speech therapy program, administration services and the bus service has been cut from five to two days. The 27 percent in- crease would allow the centre to maintain its present operation and to increase speech therapy and part-time ad- ministration assistance. The budget proposal has recently been submitted, said Dediluke. She stresses that the - centre will still need the support of the Terrace community to meet their costs. Jim Culp, recreational fishing advisor for the DFO, reported that the chum run last year was less than 10,000, a level so low that the DFO was not even considering an attempt at restoring the population, He also said that in some spawning areas of the upper Skeena a total absence of ‘returning coho was reported for the first time. ‘‘As conserva- tionists,"’ he said, ‘‘we should move to save what is left.”? A motion was carried to investigate the possibility of enhanc- ing the diminishing species. The election resulted in the installation of five new directors. They are Jim Culp and Mike Graham for one-year terms, and Gill Cobb, Jim Wold and Ben Bolton for two-year terms. Doug Webb re- mains as president, and John Morgan stays on in treasurer’s position. A bylaw to increase the rates was given third reading at the May 26 meeting of municipal council, and final adop- tion is expected at the next council meeting June 9, In a memorandum to council, district treasurer Keith Norman stated that the garbage collec- tion service lost over $65,000 in 1985. The proposed increase in rates, to take effect July 1, is expected to give the department a balanced budget by the end of 1987.
