‘New =. cee TANLEY KNOWLES, executive vice-president of the Canadian Labor Congress (CLC) and top figure in the national councils of the CCF was quoted last week in press news as urging that “steps be taken to integrate the econo- mies of Canada and the United States.” Mr. Knowles also publicly rejected any participation or sup- port’ of the ‘New Party’ by . the Communists. ‘Supplementing Mr. Knowles’ greater U.S:-Canada “integration” is a lengthy article in the current: issue of the CCF News entitled “Co-operation, Collective . Action Key To CLC Foreign Policy.” The gist of this CLC-CCF top- brass ‘foreign policy’ treatise is, among other things, a complete negation to the foreign policy res- elution adopted by the recent CCF national convention in Regina, where the CCF delegate body voted overwhelmingly for Canada to get out of the NATO-NORAD war alliances; to assure for Cana- da greater opportunity to strike out for policies of peace, independ- ence and economic wellbeing. Now we find CCF-CLC leader Stanley Knowles and_ his right- wing social democrats in both kd CCF and CLC advocating that ‘ ¢€Canada) should remain an onan member of the western alliance,” with mere U.S.-Canada “economic integration.” On both counts, as the history of the past has pain- fully demonstrated, Canada - has been and is the loser. It was realiz- — ation of that. bitter fact which moved the CCF national conven- . tion to reject our NATO-NORAD war -entanglements with U.S. im- perialism. : With some minor shades in formulation the presented to the Diefenbaker gov- ernment in February by the CLC executive suggests the strength- ening of NATO so that it “will. encompass economic and cultural: aspects” in addition to its arma- ment buildup. In the same. breath the CLC urges. ‘a substantial:re--=4°°='= ductionin defense expenditures” | and the money directed to more -}~ worthwhile effort: Both the CLC” ‘qpicoranthn’: anit | the CCF News ‘foreign policy’ article opposes the idea of Cana- Pacific Tribune Editor — TOM McEWEN a Editor — MAURICE RUSH Business. Both. use arguments similar to those .emanatmy from the U.S. state department, viz, that until . we achieve full disarmament we must continue to arm. According to the CCF News were Canada to adopt a policy of neutrality we “would lose the opportunity to. pursue a policy for peace and dis- armament.” Quite the aan they with Cana- da- adopting a policy: of neutrality and independence from -U-S.-dom- inated war entanglements . and economic restrictions, Canada would have the greatest ‘oppor- tunity’ to stand out as a world leader for peace. Withdrawal from NATO would remove us from the dual role of guinea pig and milk cow for U.S. imperialism, and change the arma- ment “balance” upon which these CCF-CLC leadership base_ their “western alliance foreign policy,” and which in essence commits la- bor and the people across Canada to officiate at their own annihila- tion. The Knowles rejection. of -Com- munist participation in the ‘New Party’ is somewhat premature and as far out of touch with historical reality as his ‘foreign policy’. “Bill of F Rights Dief HIS week, while John Diefen- baker was working overtime in London to promote a “Common- wealth Bill of Rights” which would serve as a handy smoke- screen for the racist ‘republic’ of Hendrick Verwoerd‘s South Afri- ca to retain membership in the Commonwealth, the real voice of the oppressed — "peoples of South Africa was heard in London’s posh Lancaster House. It came in a message from Chief - Albert Luthuli, president of the. banned African National Congress - from his place of exile in Natal. This message demanded “the ex- clusion of their country from the - Commonwealth . .. to mark inter- national disavowal of the apart- heid (race segregation) mania” by which a minority of white suprem- acists ruthlessly oppress ten mil- lion Negro and Colored peoples. “No longer,” declared Chief Luthuli. on behalf of the S.A. peo- ple, “can the British people through their governments, afford to continue in an attitude of lazy accommodation with the sin that is apartheid.” Certainly every nation (includ- ing our own) should have the right to determine its own internal af- fairs, but such ‘rights’ must never include the indignity of racist supremacy, of pute lording it over black. That is the vital issue of today : on the whole continent of Afric® and in the colonial: world genet ally; the right to equality, to self determination, independence al freedom from the “white man burden.” It is the vital issue J” the Congo where the rule of one white imperialism is- ended and another seeks (under cover of | UN flag) to take its place, agains!) the Congolese people ‘and “thet elected government.
