Brown Director of Community Planning SUBJECT: Zoning Bylaw Text Amendment Section 49 off-Street Parking Regulations Sub-section (5) (e) Senior Citizen Housing Parking Requirement RECOMMENDATION: That the following text amendment for Section 49 Sub-section (5) (e) of the Zoning Bylaw be considered by City Council. One (1) Parking stall for each five (5) dwelling units, where a bus stop established beside the development and where commercial facilities are located within 0.4 kilometers. Where Senior Citizen Housing is located ata greater distance from commercia facilities and a bus route does not pass beside the development, one ‘1) Parking stall for each three (3) dwelling units is required. That City Council direct the City Clerk to Prepare a bylaw revise and re-enact $49 Sub-section (5) (e). COMMENTS: It has been drawn to the attention of the Planning Committee that Parking requirements of the City of Port Coquitlam Zoning Bylaw for < aior Citizen Rousing are greater than requirements of other nearb A brief Survey of parkin under- taken, The cne parking stall per three Senior Citizen The Hawthorne Manor and Dogwood Manor experience has been that there is a surplus of parking due to low automobile ownership and use of Public transit by residents. As mentioned above, a brief Survey of requirements of other municipalities has been conducted. Some of these municipalities regulations have been in place for sometime and may not reflect the current Situation. In view of the Planning Departments work program, it is not possible to undertake a study of parking needs for Senior Citizen Rousing projects in Port Coquitlam at this time. Consequently, it is recommended that the Burnaby parking reauirements be followed as they are typical of Parking requirements for other municipalities The recommended Parking requirement for Senior Citizen Housing neted above is Similar to the Burnaby example. lm W.
