SATURDAY, APRIL 18, 1918, PSYCHOLOGICAL EFFECT. - We have heard many boasts fvom those in high command of the German military and naval forces of what they intend to do. We have heard vainglorious ut- from the Kaiser, von Hinden- burg, the crown prince, von Tir- pitz, of what Germany's mighty arm will achieve, of the Christ- mas dinner in Paris, of the cap- ture of the French. capital by April 1, of the taking of Verdun, and of the wiping off of the face of the waters the Allied mer- chant marine. But did we ever consider what the true motive of these braggings might be? In the tremendous offensive that she is waging on the west front, Germany is utilizing all ‘her resources, not only of her army, but of her navy, her pro- fessors and her airmen, If she “ig successful enough on the west her navy will play a part. Her submarines are trying to under. mine the stamina of the’ British people by the threat of famine; her chemists are devising poison gases to weaken the resistance of _ our soldiers; her air fleet ‘is en- deavoving to weaken the fighting spirit of our people by the whole- sale shawering of bombs on non- combatants, But behind all this is another weapon, the continual low of positive bragging from the intellectuals of Germany, the constant reiteration of boasts of what Germany will do, with the idea of lowering our morale. ~They tell us, amid much high- sounding verbiage, to quit while the quitting is good. The figure on the ‘psychological effect of what ‘they say and do, endeavor- ing to keep before us perpetually the idea that Germany is going to win, by this means hoping to keep us in that frame of mind which invites defeat, + - . _ Germaty has made. many grave miscalculations in the past; and ~ makes ‘one now if she thinks to -win battles without firing a shot. She is fighting a people that has “never known defeat for the rea- son. it. has never.known when it . was_ beaten. beaten as Germany declares,then they dg not know it,.
