Dear Mayor Traboulay:

It is our understanding that while municipalities along the
natural gas pipeline route will maintain the right to negotiate a i
franchise agreement with the distributor, municipalities will not
: have the right to choose the distributor of natural gas to their

respective communities. The provincial government will be making

these appointments. Absence of the right to choose their own gas
distributor leaves municipalities with little or no room for
meaningful franchise agreement negotiations with a provincilally
appointed distributor.

| We find this disturbing, as Part 15 of the Municipal Act
a specifically sets out the terms, conditions and responsibilities ;
OR of municipalities considering franchises within their boundaries.
more It is particularly important for Powell River, along with other
municipalities to retain their rights on making decisions
regarding the selection of distributors and to negotiate the terms
of a franchise contract.
