, THE CORPORATION OF THE CITY OF PORT COQUITLAM JUN 15 1984 MEMORANDUM Kirk June 14th, 1984 TO: . y Administrator R t B. Ci FROM: F.E. Peters, P, Eng. City Engineer SUBJECT: Kingsway Bridge Replacement ~ Award of Contract. RECOMMENDATION: That the Mayor and Clerk ba authorized to sign the contract with M.D.M. Enterprises Ltd. tor construction of the Kingsway Bridge and that the shortfall in funds between the budgetted amount and the reduced grant from the Provincial Government be made up by deleting the portion of Oxford Street reconstruction between Coquitlam Avenue and Westminster Avenue as well as the sidewalk along the full length of Oxford. BACKGROUND AND COMMENTS: Notification has just been recsived from the Minister of Municipal Affairs that our anticipated grant has been cut to a maximum of $275,000.00 which was half of what we had originally requested. The present estimated cost of the bridge including a $50,000.00 contingency allowance is $860,000.00. We were expecting a Provinciai Grant of $440,000.00, The approved grant leaves us with a shortfall of $165,000.00. én order +o make up that shortfall! we have considered the two special projects which were earlier authorized by Council. The Linco!n Avenue project has been complete!y designed and construction is underway, the jiabour force has already been expanded to handie the extra work. It would not be practical} to cut this project now because at least two months of design time is required to complete the design for Oxford Street and in the meantime we would not have any construction work to do. Tne Oxford Street project can be easily cut at this time and | would suggest that we delete the section fram Coquitlam Avenue to Westminster Avenue which is currently in the best shape. We still anticipate being able to fill the ditch between Suffolk and Westminster. By eliminating the above section and the sidewalk along with sone anticipated savings on the Lincoin project, we anticipat. that we will be able to offset the shortfall in the Provincial Government grant. hG— & € FEP/dv F.E.
