January 20, 1977. MASTER PLAN FOR NEIGHBOURHOOD PARK ACQUISITION ANI NEVELOPMENT Tt is essential for a city to relate the physical needs of a community to the living patterns of people. A city is usually divided into the "nei phbourhood" and the "community". A neighbourhood is a "simple social and vhysical environment in which people satisfy a few of thelr basic wants". These types of wants usually centre around schools, churches, shopping centres and centres for recreation and social activities. The “community” is more flexible than the neighbourhood ~~~ basically this term encompasses several neighbourhoods and has an identity as a recognized area of a city. The City of Port Coquitlam should be devising a Master Plan for park development and acquisition. The plan should define and schedule a develonment program co-ordinated with funds, to keep up with the increasing number of varks throughout the city. This plan is necessary due to the large number of narks requiring development, also due to the increasing interest and demands being expressed by the people living in the city. The Master Plan should be developed using the following criteria: (a) Populations in each section of tue city, determining present and future population. {b) School construction estimates, followed more closely on joint school- park sites. (c) inventory of existing park conditions, determine amount of development required. It fa common practice in North America to use "standards" when planning parks and recreation facilities, However, it is very imnortant that we use any form of standard as a GUIDELINE ONLY, as they must be adapted to meet the wishes of the citizens and the anticipated changes. ; The general standard used for this studv is 20 acres ver 1,000 population.
