Alderman Thompson questioned whether crimes of passion, etc., would change if an individual purchasing a gun had to register it, and Mrs. Burtinshaw stated she felt there should be a system of registration along with a person having to produce a certificate of proficiency. Mr. Charles Burtinshaw pointed out that boats, knives, automobiles, etc., all have other uses - and all can kill - but a gun has no other use except to kill. Aiderman Traboulay stated he totally supported Mr. and Mrs. Burtinshaw, and expressed his opinion that there is no way people should be able to purchase a gun and do whatever they wish with it. Alderman Ranger stated he felt the onus should be on the gun manufacturers, and that something should be done to make it much more difficult for people to obtain guns. Alderman Mabbett stated he agreed with Alderman Ranger and that he felt registration and security should start whcre guns are easily purchased. Alderman Keryluk stated he felt some type of gun control is desirable; therefore some type of registration should be required, Moved by Alderman Ranger: Seconded by Alderman Keryluk: WHEREAS present laws governing the sale and handling of guns are inadequate to ensure public safety; THEREFORE BE IT RESOLVED that the Council petition the appropriate Departments of Senior Governments to resist the gun lobbyists and make amendments to our existing laws to ensure public safety. Carried. Alderman Laking voted against the resolution. It was then pointed out that Mr. and Mrs. Burtinshaw have been paying their own exrenses in making representations to the Federal, Provincial, and Municipal Governments with respect to the firearm legislation, and the following motion was proposed: Moved by Alderman Ranger: Seconded by Alderman Traboulay: That the possibility of this City giving a grant-in-aid towards the expenses incurred by Mr. and Mrs. C. Burtinshaw in making presentations to the Senior and Local Governments with respect to the firearm legisiation, be referred to the Finance Committee for recommendation and report back to Council. Carried. Mayor Campbell and Aldermen Laking and Thompson voted against the resolution. Mr. Otway then requested that as a taxpayer he be afforded the opport- unity to speak to the above-noted motion when it was to be further con- sidered, and to this the Council agreed.
