Underhanded and Insidious

courts were competent to pass
judgment in any dispute con-
cerning nationalization of its
basic resources. _

Allende stated that Chile’s ef-
forts to assert its sovereignty
over its own national resources
were taking place in completely
free and legal atmosphere in ac-
cordance with the Chilean con-
stitution.

“The aggression of the great
capitalist enterprises is intended
to prevent the emancipation of
the working class,” President
Allende said. “It represents a
direct attack on the economic
interests of the workers.”

He went on: “It is my duty to
inform this Assembly that the

the unanimous will of the Chile-
an people.

not accept that capitalist inter-

Fantastic Profits

Allende cited UN resolutions
to back up his contention that a
nation has sovereignty over its
own resources and that any legal
questions are to be decided by
that nation’s courts.

The nationalization of Chile’s
copper, besides being the unani-
mous decision of the country’s
parliament, is fully justified by
the fantastic profits Kennecott
and other companies have reap-
ed, he said.

After an initial investment by

totalling $4 billion in the last 42
years, Allende said. Kennecott,
which makes less than 10 per-.

from 1955 to 1970 in Chile, Al-
lende added.

Kennecott’s profits were far in
excess of the 12 percent permit-
ted under Chilean law and the
illegal profits have been deduct-
ed from the indemnification to
the company, he said.

ITT and Kennecott, he said,
have. proposed “to manage and
handle our entire political life.”

“ITT, a gigantic corporation
whose capital is bigger than the
national budget of several Latin
American countries put together,
and bigger than that of some of
the industrialized countries,
launched a sinister plan to pre-
vent me from acceding to the
presidency just as soon as the
people’s triumph in the Sept.,
1970, election became known,”
Allende said.

Cerporation Threat

The assassination of Gen.
Rene Schneider, who Allende de-
scribed as a “hero of my coun-
try,” was related to this plot, he
charged.

“We are the.victims of virtu-
ally imperceptible activities, usu-
ally disguised with words and
statements that respectfully ex-
tol the-sovereignty and dignity
of my country.

“We are witnessing a pitched
battle between the great trans-
national corporations and sove-
reign States, for the latter’s fun-
damental political, economic and
military decisions are being in-
terfered with by world-wide or-
ganizations which are not de-
pendent on any single State and
which, as regards the sum total
of their activities, are not ac-
countable to or regulated by,
any Parliament or institution re-
presenting the collective inter-
erests.”

“In a word, the entire political
structure of the world is being
undermined.”
